In 1990, with the new administrative conformation of the federal executive, was created under the National Secretariat for Economic Affairs, linked to the then Ministry of Economy, Finance and Planning (PFEM), the Department of Foreign Trade, Current SECEX, composed of two areas: Technical Coordination import auto of Commercial Exchange (CTIC), which took over the former CACEX assignments, and Technical Coordination Tariff (CTT), responsible for tasks previously conferred on the Commission Customs Policy.
