Free Trade Agreement is an agreement between two or more countries to establish a free trade area in which trade in goods and services can pass through the respective state border without hindrance imposed tariff or non-tariff barriers. The reason ofca is because the slow completion of the establishment of FTA negotiations in the WTO (World Trade Organization) in addition, the WTO member countries, Indonesia is one of them considers that the liberalization at the regional level can not fully absorb the individual interests of each member in the regional area. On the other hand, the movement of goods and services is increasing so rapidly that needed ofca access to markets more quickly and widely. The need for access to the market more quickly and widely cause each country looking for a new breakthrough ofca that is forming FTAs.
FTA is formed ofca due to provide benefits to its members, among others, the trade creation and trade diversion. ofca Trade Creation is the creation of commercial transactions between members of the FTA. Trade diversion occurs ofca as a result of intensive tariff reduction, for example through Indonesia, which had always been importing sugar from China turned to import sugar from Thailand because it becomes cheaper and stop importing sugar from China. There are some substances normally be in the scope of bilateral and regional FTAs that include trade in goods, trade in services, investment, movement of labor, capacity building, Customs procedures, intellectual property rights and so forth.
FTA produce trade preferences. Trade preferences are the advantages that can be enjoyed by fellow member states. For Indonesia, international ofca trade preferences that can be enjoyed by Indonesia are: Generalized ofca System of Preferences (GSP); Handicraft Preference; ofca Global System of Trade Preferences (GSTP); Common Effective Preferential Tariff / ASEAN Trade in Goods Agreement for ASEAN free Trade Area (CEPT / ATIGA-AFTA) ASEAN-China Free Trade Area (ACFTA); Korean ASEAN Free Trade Area (AKFTA); Indonesia Japan Economic Partnership Agreement (IJ-EPA); India ASEAN FTA (AIFTA); ASEAN Australia New Zealand FTA (AANZFTA).
